Ms. Nicole A. Carkner is the Executive Director of the Quad City Health Initiative which she has led since 2001. As Executive Director, Ms. Carkner develops and facilitates cross-sector collaborative partnerships to create a healthier community in eastern Iowa and western Illinois. Formerly, Ms. Carkner was a health care management consultant. Her expertise includes strategic planning, community health assessments, and project leadership. Ms. Carkner has served on the Advisory Council of the Association for Community Health Improvement. Ms. Carkner holds a M.B.A. in Health Care Management from the Wharton School of the University of Pennsylvania, Philadelphia, PA and an A.B. with majors in Biology and Government from Dartmouth College, Hanover, NH. Ms. Carkner currently resides in Bettendorf, IA with her husband and son and enjoys traveling, reading and cooking.

Mr. Tom Bowman is the Chair of the QCHI Board and has served QCHI since 2010. He is the Chief Executive Officer for Community Health Care, Inc. (CHC), providing vision and leadership for this Federally Qualified Health Center serving nearly 37,000 patients in the Quad Cities area. CHC provides primary medical, dental and behavioral health services through 9 locations and a staff of nearly 300 employees. A native of rural Iowa, Mr. Bowman received his Bachelor of Arts in Business Administration from Wartburg College in 1999. He completed his Masters of Business Administration through the University of Iowa’s Tippie College of Business in 2012. Mr. Bowman is also board certified through the American College of Medical Practice Executives.

Cheryl True, MD, has been on the QCHI Board since 2017. She was named QCHI's Board Vice Chair in December 2020. She is board certified in Family Medicine and Lifestyle Medicine, owns True Lifestyle Medicine Clinic, and is the Medical Director for the Rock Island County Health Department. She also enjoys being a preceptor for students at St. Ambrose University, and residents at the Genesis Family Medicine Residency Program. In addition to QCHI, she serves on various boards and coalitions including Trinity College of Nursing and Health Sciences' Governing Board of Trustees, Scott County Medical Society Executive Committee, Food Rescue Partnership, QC Behavioral Health Coalition, and QC COVID-19 Coalition. She has a local Walk with a Doc chapter, founded Heartland Rooted (a PlantPure Pod), and is active within the American College of Lifestyle Medicine. The Quad Cities native earned a Bachelor of Arts degree at Augustana College, a Doctor of Medicine degree at the University of Iowa, graduated from the Genesis Family Medicine Residency Program, and is a Fellow of the American College of Lifestyle Medicine. She lives in Davenport with her husband and their multispecies household of pets. She is an avid cyclist, and loves cooking plant-based meals.

Dr. Michael Oberhaus is the past QCHI Board Chair and has served QCHI since 2011. He is a graduate of St. Ambrose University and received an MBA from the University of Iowa. In 2004 he received an Alternative Certification Initiative (Superintendent Certification) from Western Illinois University. In 2009 he received his doctorate from Western Illinois University. He is the Vice President of Finance & Administration at the Quad Cities Chamber of Commerce. He served as the Superintendent of the Rock Island-Milan School District from 2010 until March, 2019. From 1986 through 2010 he was the Associate Superintendent and Comptroller for the District. Dr. Oberhaus is active in several local organizations including the Rock Island Rotary Club and as a member of the Board of Directors and secretary of the Rock Island-Milan Education Foundation. Mike has been married to his wife, Sue, for 40 years, and has two adult children. In his spare time he is an avid runner and coaches in the Challenger Little League.
