Ms. Carkner is the Executive Director of the Quad City Health Initiative which she has led since 2001. As Executive Director, she develops and facilitates cross-sector collaborative partnerships to create a healthier community in eastern Iowa and western Illinois. Formerly, Ms. Carkner was a health care management consultant working across the country with hospital systems, pharmaceutical companies, health care insurers and health-related government entities. Her expertise includes strategic planning, community health assessments, and project leadership. Ms. Carkner has served on the Advisory Council of the Association for Community Health Improvement and as a Senior Fellow for the Health Research and Educational Trust. She holds a M.B.A. in Health Care Management from the Wharton School of the University of Pennsylvania, Philadelphia, PA and an A.B. with majors in Biology and Government from Dartmouth College, Hanover, NH. Ms. Carkner currently resides in Bettendorf with her husband and son and enjoys traveling, reading, and cooking.

Rachel Evans

Ms. Evans joined the Quad City Health Initiative as the Project, Communications and Development Associate in 2016. As Associate she supports all functions of QCHI including: supporting projects and special events, promoting the organization through marketing and communications activities, assisting with organizational development efforts and overseeing general office operations. Ms. Evans received her undergraduate degree from Valparaiso University and her Master of Public Administration from Drake University. She serves on the board of Camp Shalom Inc. as well as on the planning team of the 20’s/30’s group at her church. Ms. Evans currently resides in Davenport and enjoys socializing with friends, reading, gardening, craft projects, yoga, and attending her sibling’s concerts and sporting events.


Decker P. Ploehn

Mr. Ploehn is the Chair of the QCHI Board and has served on the Board since 2011. He is a graduate of St. Ambrose University in Davenport, Iowa with a B.A. in Criminal Justice, as well as a graduate of the FBI National Academy, Quantico, Virginia, the National Crime Prevention Institute at the University of Louisville, and the Iowa Law Enforcement Academy. Mr. Ploehn has served as the Bettendorf City Administrator since 1990 and has been with the city since 1975. He previously served the City as Chief of Police, and prior to that held positions of Detective Sergeant, Detective, and Patrolman. Mr. Ploehn is an active member of several local organizations, and serves on several Boards in the Quad Cities area. He is married with two adult children, both of whom are married and live in Iowa. Mr. Ploehn and his wife, Jayne, reside in Bettendorf.


Michael Oberhaus

Dr. Michael Oberhaus is the Vice Chair of the QCHI Board and has served on the Board since 2011. He is a graduate of St. Ambrose University and received an MBA from the University of Iowa. In 2004 he received an Alternative Certification Initiative (Superintendent Certification) from Western Illinois University. In 2009 he received his doctorate from Western Illinois University. He has served as the Superintendent of the Rock Island-Milan School District since 2010 and has been with the district since 1986. He previously served as Associate Superintendent and Comptroller. Dr. Oberhaus is active in several local organizations, including - the Rock Island Rotary Club, the Board of Directors of the Mississippi Valley Regional Blood Center, Board member of the United Way, member of the Board of Directors for the Robert Young Center, and a member of the Board of Directors and secretary of the Rock Island-Milan Education Foundation. Mike has been married to his wife, Sue, for 36 years, and has two adult children. In his spare time he is an avid runner and coaches in the Challenger Little League.

Karla C. Steele

Ms. Steele is the Past Board Chair of the QCHI Board and has served on the Board since 2011. Ms. Steele is a shareholder with the law firm of Califf & Harper, P.C. in Moline, Illinois and has been with the firm since 2002. She received her undergraduate education (B.A.) from San Diego State University and her law degree (J.D.) and Masters in Business Administration (M.B.A.) from the University of Iowa. Ms. Steele was admitted to the Illinois bar in 2002 and the Iowa bar in 2003 and is a member of various bar associations, as well as the American Immigration Lawyers Association (AILA). Ms. Steele is engaged in the general practice of law, including but not limited to real estate law, business law, immigration law, and employment law. Ms. Steele is fluent in Spanish and conversational in German, and she is learning Mandarin Chinese. Ms. Steele lives in Moline with her husband and three children. She enjoys traveling with her family.
